Legal Bilingualization
Most of Taiwan’s statutes have English translations, but many of the subsidiary rules issued by individual ministries, such as application procedures, review standards, and operating guidelines, still do not. That leaves foreign businesses and residents without a clear view of the rules on investment, tax, employment, and compliance.
The proposal, raised at the Executive Yuan Youth Advisory Committee in 2025, called on the National Development Council to build a cross-agency mechanism that would inventory each agency’s rules and set translation priorities based on factors such as relevance to foreign nationals and how often each rule is consulted.
The Executive Yuan’s Legislation Committee then amended Point 8 of the Regulations Governing English Translation of Laws and Regulations, bringing administrative rules that affect foreign nationals within the translation requirement and asking agencies to finish by the end of 2026. Harper hopes the amendment will carry into the next phase of Taiwan’s bilingual policy and make its legal environment more welcoming to foreign businesses and residents.
