Dr. Harper Chen (陳虹宇) is licensed to practice law in New York and the District of Columbia. Her work spans international economic law, cross-border dispute resolution, corporate compliance, and technology regulation, and she brings legal experience from both Taiwan and the United States to matters that cross jurisdictions.
Harper works as a compliance attorney at a multinational technology company, handling privacy, cross-border data governance, and regulatory compliance for the Asia-Pacific and U.S. markets. Alongside that role, she teaches international law as an adjunct assistant professor at National Sun Yat-sen University’s Institute of China and Asia-Pacific Studies.
In public policy, Harper serves on the Executive Yuan Youth Advisory Committee, where her proposals have included bilingual administrative regulations and Traditional Chinese labeling compliance for imported goods sold through e-commerce and cross-border channels. Her involvement with U.S. legal organizations goes back many years. Within the American Bar Association, she represents the New York State Bar Association in the House of Delegates and serves as Vice Director for Legal Innovation in the Young Lawyers Division, after earlier serving as Communication Delegate of the Law Student Division. The ABA named her one of its On the Rise – Top 40 Young Lawyers in 2025.
She holds a Doctor of Juridical Science (J.S.D.) from Washington University in St. Louis. During her doctoral studies, she was a McDonnell International Academy Scholar and received a full scholarship from Taiwan’s Ministry of Education for study at a world top-100 university.
Good law is built on careful analysis, clear purpose, and a genuine understanding of the people and institutions it serves.— Harper Chen
